Cyber Strategy

Strategy is the effort to achieve policy goals through the application of appropriate means on the adversary and on the operating environment. As these factors change and policymakers better understand those changes, strategy must evolve. The 2023 US National Cybersecurity Strategy provides us with an important framework, but also with questions that the cyber policy community must work to answer in the years to come.

The Atlantic Council’s Cyber Statecraft Initiative, under the Digital Forensic Research Lab (DFRLab), works at the nexus of geopolitics and cybersecurity to craft strategies to help shape the conduct of statecraft and to better inform and secure users of technology.
