Sayyara Mammadova

Sayyara Mammadova is associate director, capacity building at the Atlantic Council’s Digital Forensic Research Lab (DFRLab) where she manages the organization’s global training portfolio and develops strategies for program implementation. Mammadova also leads the DFRLab’s large-scale capacity building initiatives, including the internationally recognized Digital Sherlocks program and G7 RRM DTNR Detection Academy.

Specializing in disinformation, fact-checking, and open-source intelligence (OSINT), Mammadova investigates malign influence operations and trains practitioners in digital investigative techniques. She regularly delivers workshops and speaks at international conferences on countering disinformation and open-source investigative methods.

Mammadova serves as an assessor at the International Fact-Checking Network (IFCN) and the European Fact-Checking Standards Network (EFCSN). She also led the development of TG Collector (TGC), an open-source tool for Telegram-based investigations.
