Jen Roberts

Jen Roberts is a Program Assistant with the Atlantic Council’s Cyber Statecraft Initiative under the Digital Forensic Research Lab (DFRLab). She primarily works on CSI’s Proliferation of Offensive Cyber Capabilities and Combating Cybercrime work.

Jen also helps support the Cyber 9/12 Strategy Challenge and is passionate about how the United States with its allies and partners, especially in the Indo-Pacific, can cooperate in the cyber domain.  

Jen holds an MA in International Relations and Economics from Johns Hopkins University’s School of Advanced International Studies (SAIS) where she concentrated in Strategic Studies. She also attained her BA in International Studies from American University’s School of International Service.

Shaping the global spyware market: Opportunities for transatlantic cooperation

The United States and its allies can do more to improve their position on spyware. Further policy action should, through greater collaboration with marketplace operators and allies and partners, work on furthering the development of norms and common understanding of what spyware can and cannot be used for.
